The Broadcast Regulatory Environment for 2020 and Beyond

The last full and thorough review of the Canadian Radio regulations took place back over 20 years ago. Since then the world of traditional over the air AM/FM radio has gone through enormous change with new technology providing Canadians with a much wider universe of listening options. Weekly time spent listening to radio has declined over 3 hours over the past ten years. Revenues are being challenged; profit margins are shrinking. Why? Have broadcasters lost the magic touch or are new, unregulated content providers and platforms impacting our business? New digital media undertakings are operating in Canada without the tax and regulatory responsibilities that Canadian licensed broadcasters must abide by. It’s time for a fair and balanced playing field. With the pending CRTC review of the radio regulations, this panel will discuss the key areas that must be addressed from a regulatory perspective. And it’s time we put all the cards on the table. Ownership limits, Cancon rules, hit to non-hit and 65% French vocal content requirements will start the conversation.
