Michael holds a B.A. (Honours) from Carleton University.

In his long career at the CRTC he has specialized in the analysis of broadcast programming and the programming aspects of applications for broadcasting licences. He has managed and otherwise been involved in many Public Hearings relating to both policy reviews and applications related to licences. While he has experience handling conventional and specialty television issues, he has mainly dealt with the medium of radio.

He has held the position of Manager of Radio Policy for the past six years. The job includes directing the CRTC’s team of analysts which monitors the programming of radio stations.

He led the public process which led to the adoption of definitions for emerging French- and English-language Canadian artists in May 2011. Previously, he managed a similar public review of the hit policy for radio and an internal assessment which resulted in adjustments to radio’s common ownership policy in 2010. He is currently leading a public process exploring changes to the Commission's Canadian Content Development policy for radio.
